ECO4, MCS and PAS 2035: automating retrofit admin before it eats the margin

Retrofit work makes its money on the tools and loses it in the office. A funded measure under ECO4 is not finished when the insulation is in or the heat pump is running: it is finished when the retrofit assessment, the coordination records, the MCS certificate, the DNO notification and the TrustMark lodgement have all landed, in the right order, with nothing missing. Each of those documents comes from a different person, and every handoff between them is a place where the job sits still.

That is the bad news. The good news is that this is exactly the shape of problem automation is best at. Not the assessment itself, not the coordination judgement, but the tracking, the chasing and the deadline-watching that currently soak up your best office person's week.

Why does retrofit compliance behave like an assembly line?

Because the schemes are built from sequenced documents with named owners. At a general level, a funded retrofit job passes through a retrofit assessment of the property, coordination and design responsibilities under PAS 2035, installation by a certified installer, certification of the measure (through MCS where the measure is small-scale renewables such as a heat pump or solar), notification to the network operator where the measure affects the electricity connection, and lodgement so the work is visible to TrustMark and to the funder. Ofgem administers ECO, and the obligated suppliers who fund the measures want their evidence complete before anyone relaxes about the money.

None of that is optional and none of it is the problem. The problem is that each stage waits for the one before it, the people involved work for different firms, and the only thing moving the chain along is somebody remembering to ask.

Where does the margin actually go?

Into the gaps between handoffs. A day here waiting for an assessment to come back, three days there because the certificate request went to an inbox that was on holiday, a fortnight at the end because one photo is missing from the evidence pack and nobody noticed until submission. The work took a week; the paperwork took six.

Read the right-hand column again. Nothing in it makes a compliance decision. It is all tracking, checking, chasing and assembling, which is precisely the work that eats the margin when a human does it across forty live jobs.

What can you automate without touching the compliance judgement?

Three things, and they cover most of the pain.

Checklist tracking per job. Every scheme job has the same document skeleton. A system that knows the skeleton can tell you, at any moment, which of your live jobs is blocked, on what, and for how long. That report currently exists in one person's head, which is why the wheels come off when they are away. Document collection chasing. Most retrofit delay is a polite email that nobody sent. Automated chase sequences (day 3, day 7, escalate at day 10) are unglamorous and they work, because the bottleneck was never capability, it was remembering. Deadline watching. Funder evidence windows, notification periods, expiry dates on assessments: put the dates in when the job opens and let the system count down. A missed window discovered in week one is an errand; discovered at submission it is a lost job.

What should stay with a person?

The judgement the schemes exist to protect. The assessment of the property, the coordination decisions under PAS 2035, the sign-off that a measure is suitable and correctly installed: these are the point of the framework, and automating around them means feeding the person making them complete information on time, not replacing them. A coordinator with a live view of every job's document status makes better decisions than one archaeologising through inboxes, and that is the honest pitch for document automation in this sector.

Be equally clear-eyed about scheme rules. They change, they contain detail this article deliberately does not reproduce, and your compliance answers should come from the scheme bodies, not from a blog or from a language model. Automation should carry documents and dates; it should never be the authority on what the rules require.

Where would you start?

With the checklist, because it is boring and it pays. List the documents a job needs from enquiry to payment, note who produces each one and who waits on it, and count how many days your last five jobs spent stationary between handoffs. That number is the size of the prize, stated in your own figures rather than anyone's marketing.
